What is the meaning of LTO OR/CR?

In modern life, either LTO Official Receipt (OR) or Certificate of Registration (CR) plays a significant role if you use or own a car. Certificate of Registration (CR) is also a document issued by the Land Transportation Office but it confirms your ownership (the owner’s full name and address) towards the vehicle. Furthermore, CR also contains technical information of the vehicle in detail: vehicle model, vehicle class, motor number, chassis number, engine displacement, number of cylinders, gross weight, net capacity, the total number of passengers.

  • You won’t be allowed to drive your car on public roads since you won’t have legal documents to prove your car ownership. And if you still use your vehicle under this circumstance, you might end up your trip at the police station and pay the fine. 
  • You also will not be able to renew its registration due to the lack of original documents. 
  • You will not be able to sell your car for anyone as you don’t have convincing proof (documents) to show your ownership to the car. 
  • And if any dispute arises over your car (caused by accident, traffic collide...), you might be counted as an illegal owner with no right on using your car, therefore no right to win the dispute. 

What to do when you lose LTD OR/CR?

If you lose your LTD OR/CR, our suggestion is going to the Land Transportation Office’s branch, where your car was first registered to get a copy of lost OR/CR. Here you can get a legal duplicate of your car’s OR/CR. Before going to LTO, you have to prepare the following documents: 

  • You have to confirm your lost documents once again here and request to remake the new one by a notarized Affidavit of loss. 
  • Don’t forget to bring with you the latest OR (Official Receipt) 
  • An approved Vehicle Inspection Report (MVIR)
  • Your two identification cards (Your identification cards need to be valid)

After gathering all the mentioned documents above, please check the working time of the LTO branch (where you first registered your vehicle) then go there as soon as you can to avoid waiting. LTO helps vehicle owners to keep all essential documents since your car was “registered/transacted” for the first time. Here you will have to present your affidavit of loss. 

Submitting documents 

You have to go to the transaction counters and submit the documents there. Your documents will be checked by an evaluator and computed the fee that you will be paying. An inspector will recheck your car and verify all details again in the MVIR (Motor Vehicle Inspection Report). This process is to assure your ownership of the vehicle.

Receiving OR

To receive Official Receipt, you will have to spend time waiting for your name to be called again from the cashier, where you’ll pay the required fees. You will only get an OR after getting the payment done.

Receiving CR 

To get the new Certificate of Registration and other requested documents, you have to move to The Releasing Counter. If there are many people, then you will have to wait a bit to be called. 

It is highly recommended to you to make a few photocopies of OR and CR and keep it along with your driver’s license at the early stage. Thereby, you still have OR and CR to use in case you lose the other one. 

It is better if you make a few photocopies of your Official Receipt or Certificate of Registration right after you get the original ones. Then, scan and keep the files in your safe folder on a laptop, mobile phone. The hard version can be kept in plastic envelopes, boxes which are resistant to water, fire.
